I'm Carter Froelich, and since the mid-1980s, I've been assisting the development and home building communities in financing infrastructure with money that will ultimately be repaid by others.
I've personally helped hundreds of investors, land developers, home builders, and commercial developers access billions of dollars to fund public infrastructure for their projects. I, and my team here at Launch, use a powerful financing tool that allows project funding to ultimately be repaid by the end-users.
What is this powerful financing tool?
I'm here to show you how you can tap into the power of special districts to finance your projects, public improvements, reduce your costs, mitigate your development risk, and increase your project's profitability and returns.
Check Out Selected Projects We Have Assisted in Accessing Special District Financing
Valley Vista - Working with DR Horton, Forestar and Lennar, Launch established a special improvement district on 425 net developable acres of this residential master planned community located in North Las Vegas, Nevada and assisted in the issuance of $33.9 million in special assessment bonds to finance water, sewer, storm drainage and roadway improvements. Valley Vista is one of the top selling master planned communities in the United States.
Lariat (Williamson County, Texas) - In this transaction, when the Municipal Utility District had not yet issued any bonds, the developer was able to receive $33.2 million to reimburse them for a portion of the MUD eligible infrastructure constructed to date. If they had had to wait for the MUD to issue bonds, it would have taken 3 to 4 years for this amount of funding to be received. Through the issuance of the bond, the developer was able to accelerate the receipt of bond proceeds into their proforma and dramatically increase their IRR.
Summerlin - Over the years we’ve established multiple Special Improvement Districts at Summerlin issuing in excess of $75 million in special assessment bonds.
Avimor - Prepared and passed legislation allowing for Community Infrastructure Districts (“CID”) and established the CID for Avimor, a 23,000 acre master planned community located in Eagle, Idaho. To date we have been issuing special assessment and general obligations bonds, as build-out of the project continues.
Harris Ranch - Established the first Community Infrastructure District in the state of Idaho for Harris Ranch, a 1,300 acre new urbanist community located minutes from downtown Boise, Idaho along the Boise River. To date we have issued all of the special assessment bonds utilized for funding roadway improvements.
Verrado - Verrado is an approximate 7,300 acre walkable master planned community located in Buckeye, Arizona. We assisted the developer prepare the pre-annexation and development agreement by inserting favorable special district financing language. We also created two Community Facilities Districts for the project and assisted in various bond issuances.
Skye Canyon - To date we’ve created three Special Improvement Districts related to Skye Canyon and issued approximately $37 million in bonds to finance regional improvements. We’re now working with 3 national home builders to establish a fourth Special Improvement District to finance the improvements related to 320 acres of the project.
Cadence - We established the Community Facilities District at Cadence and assisted our client in the issuance of both general obligation and special assessment bonds.

Don't miss this opportunity to access the public debt markets to reduce your overall cost of capital. Your competitors are using these tools putting you at a competitive disadvantage
You don't need to know the intricacies of special districts to take advantage of district financing.
You just need to know who to call to lead the way on this journey.
It's truly a question of who, not how.
We at Launch have developed a unique process we call The Launch Sequence™ that produces a handcrafted financing plan specifically for your project.
The Launch Sequence™ works all of the time, every time.
We've used this process on development projects in all high-growth states in the United States.
If You're A Developer Or Home Builder...
...you don't need a huge development project to do a special district.
The Launch Sequence™ works on mixed-use projects as small as five acres and on master plant communities as large as 56,000 acres and the process works on all projects regardless of size.
The smallest single financing we have ever done for our clients is $1.2 million and the largest is $120 million dollars.
If your wondering about jurisdictional approval....
...while ultimately the jurisdiction has to approve the establishment of a district, The Launch Sequence™ is a step-by-step approach that jurisdictions understand. It provides them with the information they need to say "Yes".
In fact, district financing is a fantastic public policy tool in that it allows growth to pay for growth, without burdening existing residents of the community for the new infrastructure required by new growth.
